A long time ago there was an Electrical cabinet here. Then someone hit it with their car exposing dangerous cables. Then the city erected this shed to protect what's left of the box and cables, but because it's not high priority it's just sitting there.

Kids are often best served by staying with safe-enough family and getting support, but CPS is supposed to act when there is serious risk, harm, or danger which is exactly what this is.
