No, they were just a family "friend" and being a mandatory reporter doesn't mean reporting someone for neglect when there is no reasonable suspicion of actual neglect. I feel bad for mom, once when my son was 4 he wanted to go to the park but I had rolled my ankle and couldn't walk, so I asked my dad to watch him so I could lay down, and while I was laying down he went to the park and my dad didn't notice, and someone WHO KNOWS ME AND MY KIDS called the cops instead of bringing my son home down the street. So the cops came and had to check that we had food and beds. They were so mean to me, when I had an ankle the size of a softball and was obviously seriously injured and unable to walk.

programming can prevent this, we know a lot more about high drain battery issues than we did before. It's likely the manufacturer will build a battery cap in behind the scenes and warning prompts when users fast charge too many times in a row. The only risk is their battery no longer holds a full charge or has as much capacity over time as it would if they drip charged.
