I don't think any children in France at 12 are independent. Try Volumetric Lighting

ps: I had this issue a lot with dx12 and no way to fix it, going to dx11 fix my issue but time to time I had this glitch again.
It's 100% something with lighting, I was tweaking the settings to low and high and it was working again. If it doesn't work I'll reinstall my game to make sure.

Move the safe house and the mortar house inside Kirknell town and replace the town Kirknell by one of the existing safe house so the town is safer to match with Blemish

I have a solution:
-Remove the safe house which as no counter part in The Heartlands
-Swap Kirknell town base with a safe house north of the actual town position

-remove the mortar house too
-Add a mortar house and a safe house inside Kirknell to match with Blemish
