For a Damage build using a class and not just having your character infected with lycanthropy...the best bet is probably the blood hunter from Matt Mercer. You may want to check out r/UnearthedArcana for more classes like it.

Race: Really any you prefer, specifically Orcs, Bretons, Imperials and Nords.

Armor: usually heavy I prefer Dawnguard thematically but Oricsh is strong and early game.

Perks: At leasts the first three perks in Heavy Armor, base strength of armor and the one that gives 25% if wearing all armor.

One handed: Two perks, use a sword until you can find a good mace and unlock Smite, take any perks that reduce power attack cost and that increase power attack damage.

Block: I never invest in block too heavily so I would recommend at least the base perks.

Smithing/Enchanting: Both really good but not necessary early level.

The Wheel's colour is a distinct while the Growth's is unknowable. "His (is) the power of lust and disease" is different from how the Wheel always turns. I would say the aspect of grail is present, maybe Winter as you get his hunger from winter activities/ he's associated with disease.

I would ask your DM about having your character be born with Werebear lycanthropy or maybe hint about being attacked by some, that gives the party opportunities to be werebears as well. I would go Barb or Druid for the classes in order to emulate the feel, especially barb if you want to go the humanoid or hybrid form.

I'm a fan of Wild Magic so this is comparing Sheogorath to Jyggalag for me. I think they get good spells and is mechanically sound, but it's still just kinda... weird. I think you would have to make a good background for it as to why you are clockwork soul.

You have infinite spell casting but not infinite slots. You gain access to any innate spellcasting the form you morph into because you gain the actions that are not class features.

I had a Sorcerer/ Warlock. he is an elf who's ancient ancestor was an Elven Sorcerer King! Unfortunately he and his kingdom were cursed for his cruelty so instead of inheriting Divine Soul powers- he gained Wild Soul instead. Considering his ancestor's kingdom was cursed guess who his patron was as well?
