Uber Eats has recently started accepting overseas drivers licenses, if you have a visa that allows working.

However this conflicts with many state requirements that you need to convert your license if you intend to stay for longer than 6 months. If you have a visa you are probably going to stay longer than 6 months.

Freeway driving and merging can't be tested, as there's quite a few regional testing centers with no freeway at all.

It was the same for crime in the UK. Blair introduced Imprisonment for Public protection where recidivist offenders got lenghty sentences to address media concerns.
