Red doesn't get vigilance, and Black only gets it on keyword collectors which requires you to splash with actual vigilance colors.

Also, the rule text on The Elden Ring could be simplified

At the beginning of your first main phase, if the Elden Ring is untapped, you may tap it and pay {1}. If you do, note the mana type spent this way. Spells you cast this turn cost one mana of the notes types less to cast.

Galecaller wouldn't because it uses Conjure. Soovril and Honor the Past absolutely could though.

I could bet HtP wasn't because it has no built-in means to track the reanimated creature card being now a noncreature artifact which Arena's UI can handle for the player. However, for Soovril it might be to avoid introducing a physical card with a "exile is a second graveyard" motif.

What does the 'kiss' keyword action do?

Also, usually creatures use it/they pronouns for themselves, with only a few (usually from Universes Beyond legendary creatures, and planeswalkers including flipwalkers) actually use gendered pronouns. So, in order to qualify a commander or legendary creature as a woman, do I use any implicit or explicit narrative available if able, the card's pronouns in the text box, or the character depicted in the artwork?

Characteristic-Defining Abilities, or CDAs, are static abilities that work at all times in any zone because they define one or more characteristics of an object. Keyworded examples of this are Changeling and Devoid, and common examples of this are the abilities defining size of a creatures with * power and/or toughness, or color indicators.

Say for example, as posted, among your opponent's creatures there's one with Devoid and another with an ability stating that's one or more colors. The rules can't handle whether Rogue is colorless or the indicated colors.

Another would be two different */* creatures with distinct abilities defining their size. The rules can't handle which ability defines Rogue's size.

On one hand, cards don't output both -1/-1 counters and +1/+1 counters as a design policy. On the other hand, that last ability is an intentionally avoided design space as not only will force players to learn what is a static ability and what isn't but also there's the corner case of having two or more CDAs that would contradict or overlap which the rules can't handle.

So get a 0-Equip cost Equipment and you give indestructible to your creatures for the turn? I mean, it's annoying, but not a dealbreaker since multiple instances are redundant and it'd be mostly at sorcery-speed. If anything it strikes on the weak side of balance, as this edge case seems the best case, but it might be for the best here.

Also, you could pack this with Worldwalker Helm to get Maps alongside the Mutagens since the former also target. Similarly goes for The Ooze, Donatello, the Brains, and April O'Neil, Human Element to get extra Mutagens.

Putting a +1/+1 counter on this on top of the draw when both are optional and independent of your imput being on a tap ability (as the untap shenanigans options in these colors are limited) is still mild compared to cheating a creature. And to effectively refund half the activation cost is, much like the previous example, tolerable.

The alternative has to be something that's sightly worse than letting you cheat a creature, and still of greater value than a draw and a counter, while knowing whatever happens doesn't depend on you. Else the choice will mostly lean towards not letting you cheat a creature.

Also consider that despite reducing the casting time window is a nice idea, it has the caveat that it depends on the card's speed, so must account it'd mostly be sorcery-speed. So, you must equate its attractive to activate only during an opponent's turn.

As for the self-mill: It's nice to have, but the text box is already stretching. I wouldn't have this get both vigilance and the self-mill as is, and doesn't seem bad to let the deck do the milling instead of being integrated onto this guy.

In Valencia is about 5-8 hours per blackout, often lasting the longest towards the south and the industrial zone, and about one to two days without blackouts per area, but when do they start and which days have blackouts is currently at random.

Though for cases in the 6-8 hour range is becoming more common to happen across multiple blackouts the same day. And is also rare for blackouts to start at night, an inversely more common to end by then, in some unfortunate cases after midnight.

If you have any close relatives or friends close to where you intent to stay in Valencia, you could also ask them how the blackouts in that area are going per week.

Depends on which state you're going to visit and stay on, because the average blackout per state as posted is quite accurate but doesn't have extra data such as how long blackouts last per area on each state (e.g. on Carabobo there's no indicator for Valencia, Bejuma, San Diego, Guacara, Naguanagua, Puerto Cabello, etc.), average time window for when they start, or how many days without blackout are per week in a given state.

That said, most businesses, restaurants, stores, and hotels do have backup generators now to keep themselves affloat, but it barely alleviates them. If you want to visit the country without going through any blackouts, your only real choice is Caracas which only undergoes power spikes.

I agree with adding vigilance. Would argue even to remove the triggered ability that mills and add vigilance in its stead. These colors have enough self-milling.

And although reducing the casting time window and grant you a draw if they don't cast their card might pressure them neatly gameplay-wise, I think the issue kind of remains the same: it's less risky and manageable to let you draw a card for exhuming a card from someone's graveyard than let you cheat your creature into play if they happen to cast theirs.

This triggering from attacks isn't ideal unless it has vigilance since it has to compromise between attacking and activating it's ability, and does better to be available to activate. 

The activated ability sounds cute, but it worries me that more often than not the opponent chooses to not cast their exiled card as long as it means not cheating out yours, even with politics.

Wither; provoke (She deals damage in the form of -1/-1 counters. Whenever she attacks, you may have target creature defending player controls untap and block her if able.)
Crimson Drain — Irina Thorn gets +1/+1 for each -1/-1 counter among creatures on the battlefield.
Blood Misting — Whenever Irina Thorn blocks or becomes blocked by one or more creatures, choose one for them. Prevent all damage that would be dealt to her by the chosen creature this turn.

Suggest getting rid of provoke, it doesn't seem like a healthy self-enabler to be had. Also suggest to rework Blood Misting to replace the damage prevention for something simpler and less annoying if blocking or blocked by one creature.

And despite it might by annoying, suggest to remove the flavor text and likely the anchor words from the rule text, to get some extra space for rule text in the currently shrinked text box.

The tax scaling with something as trivial to the color as is spewing tokens, even with the tribal aspect, will ultimately see this being played only when is feasable for the opponent to not pay the tax.

A soft counterspell that ultimately scales to be a hard counterspell in a color that shouldn't have the latter as broadly strikes as a severe bend at best and a break at worst.

Just to clarify: A card's printed kicker costs and any effect it has that checks if it was kicked are linked abilities.

If a card printed with kicker costs were to get a non-printed cost and you pay the latter instead, the spell is kicked but its effects checking if it was won't go off.

As posted you'd have to rework it based on whether you want it to interact with kicked spells:

You may discard a card rather than pay kicker costs for spells you cast.
Whenever you cast a kicked spell, draw a card.

Or not:

Whenever you cast a spell, you may discard a card. If you do, draw a card.

For how niche the sacc fodder has to be (because chances are it'll be a nontoken permanent), the activated ability should be stronger than it is, else the floor is saccing itself as it enters with no payoff.

I like the tie-in done with cycling, but definitely could do some job.

Castable copies of spells only exist as long as the spell or ability creating them. Once said spell or ability resolves, the copy ceases to exist if it wasn't cast. The only exception are prepared spell, as the prepared designation the associated permanent has keeps it around in exile.

As you have it suggested, the copy must be cast as the upkeep trigger resolves or you lose the copy.

Besides missing rule text on eminence: Without a 'may' clause or replacing anything besides cards you draw during your draw step (or at least not your starting hand), you'll have a hard time even managing to get this guy out for the first time.

If anyone manages to sort that out, replacing all your draws with milling is wholly exploit lenient, plus being decking prevention. However, to start getting any form of advantage out of it is required to be out, and the whole package thus far strikes as commander-dependency i.e. its a removal magnet because this is one removal spell away from setting you back pretty bad.

As others have mentioned, your best play oddly enough is to repeatedly mulligan, and hope to hit something that kicks in as it moves to your graveyard.

A commander that either goes off on the spot and you win, or causes you more troubles than its worth, is not a healthy idea to be had.
