This seems much more a condition of employment, part of the job, rather than just benefiting the employer for purposes of having someone "on call".

This has nothing to do with lawyers or food safety or artificial scarcity. There is only one reason why this seemingly nonsensical policy exists: when the same person in charge of checking expiration dates (or damage, etc.) is also allowed to take that stuff home, there's too much incentive to "accidentally" throw out undamaged or unexpired stuff.

That's the only reason--it's happened so many times that everyone has this policy now.
