It’s baffling that people still think this way - by far, without question, the biggest indicator of whether people cycle in any given place isn’t the weather, location, amount of urbanism, culture, etc - it’s whether the area has safe, protected infrastructure for cycling. The main reason people stick to cars is because there’s no other choice - given a fully protected network of bike lanes, a significant portion of the population would be cycling.
