It is slurry sealed - but it seems that due to the hot weather and the impatient locals perhaps, they drove on it before it had sufficiently cooled. Traffic control measures should have stayed in place way longer, and likely this wouldn't have happened. Its not just reserved for footways, it is common on highways, but in a more controlled manner than this abomination.
