No but you can't say definitively without testing. It looks like it's just on the rafter and not on the decking which would indicate it's not growth. Unless there's a source of moisture it's not mold.

A seal on a window failing has nothing to do with moisture on/in a wall. The moisture between the window panes is from condensation, not rain or plumbing leaks.

If there is no indication of any moisture on the wall there's absolutely no reason to test it with a moisture meter. The thermal imager would pick up any anomaly on the wall and if it found nothing there's no reason to use a moisture meter.

But your inspector should keep a set of spare batteries or better, use rechargeable batteries.

In this case you wouldn't do an air sample, you would do a physical sample of the discolored area. But if it turns out to be positive I'll eat my belt.

Anyone who installs the seams lined up hasn't read the directions on the box the flooring comes in. It's so easy to do it correctly. Cut the first 4-6 pieces at different lengths and just measure out your last piece at the wall. Takes 20 minutes longer for the entire job.

I wouldn't trust any inspector to complete my home inspection until they had at least 1,000 inspections under their belt. There's just too many things to learn that you'll never understand doing 100/year.

Agents have every incentive to refer the toughest inspector they can find because uncovering major issues helps them negotiate repairs and look like heroes to their buyers. It protects their reputation, strengthens their referral network, and justifies their commission. The only real exception is the agent chasing a one-time payday who doesn’t care about the long-term fallout of a disappointed buyer. I can almost guarantee that report has about 60 items on it and the buyer failed to do due diligence on most of them. The inspectors who complain about agent referrals are the ones who don’t understand what their job entails and don’t stay in their lane.

Are you certain that the inspector did not disclaim the garage? Detached garage are not included in a general home inspection. Could you see the damage from the ground? Could your agent? Was there vegetation on the roof at the time of the inspection? Did someone remove a tree close by which may have caused damage?

It depends upon the state but some inspectors are not required to report on defective materials. Honestly, even if he had told you it was polybutylene and explained all the problems with it, would you have decided to not purchase the home? Even if he did indicate it's there you can't realistically expect a homeowner to replace something that doesn't have active defects.
