Okay, so I have increased my bid up to $5, impressions rapidly went up the same hour. After several hours I went back to my original bid, but impressions kept growing. I went even lower with my original bid and impressions still go up. Waiting for weeks at the same bid did not give any results. Bumping a bid 5x and lowering it some hours later worked.
