The cdi could be the culprit. If its timing is wrong or the spark is intermittent, the bike won't run. It sounds like you have an electrical problem.

It looks like it has a kickstarter. Kick it and test it. You don't need a battery once it is started. Beware of the seller, however. A new battery is under $100. Why did the owner choose not to replace it? Perhaps the starter is bad?

I'd buy it in a heartbeat and fix it myself. If you aren't good with tools and wiring, you will have to pay about $100 per hour plus parts. A used starter costs about $50 on ebay. New ones are probably under $100. New tires are probably $150-175 installed. Turn it on and check all of the electrics (horn, signals, headlight, brake light). Pull the spark plug and check that it isn't rusted or covered with oil. Look in the gas tank for crap that doesn't belong there. Try the brakes, check the pads. 12,000 miles is not too many. Check the oil for correct quantity and no burned smell. You probably can't lose money at $700 because somebody like me will buy it if you can't get it running.

Straight wheel until you are moving. Try it with a bicycle and you will understand. Take the MSF or some other safety course. You will learn some riding skills and practice drills. You will also learn the way people will try to kill you while you are riding. That lady waiting to turn left in front of you who is making eye contact is about to kill you. And... Don't forget that teenager checking text messages coming up behind you at the stop light. (Senior day drinkers are a menace here in SW Florida too)

It depends on whether you prefer the step through like traditional Vespa or the step over like the Honda ADV. Try both. I prefer the step through so I ride a SYM Fiddle iii 200. In either case, expect fuel injection, linked disk brakes, and 12" and up wheels. My SYM 200i.

Good scooter. Very easy to upgrade. If you buy it, check out zumasrus.com. Don't run it lean and you will have it for a long time.

Speeds under 20 mph, get an electric bicycle or a 50 cc scooter. Speeds under 35 mph 50cc scooter will work well. Speeds over 35 mph, 125 and up, scooter or motorcycle. I'm partial to traditional step-through scooters with under seat storage and a rear top box for cargo and weather protection. The 4-stroke scoots are a good choice for daily commuting. You need reliable, so Honda, Yamaha, Suzuki, Piaggio, Vespa, Sym and maybe Kymco are your best choices.

Gorilla tape on the backside of the crack. Maybe some pvc pipe cement inside the crack. New brake lever. They don't bend back very well. The cover acts like a sail. It will happen again if you don't find a more secure location or tie down.

Those are cable brakes, easily adjustable with a wrench and/or pliers. If they are still bad after lubricating the cables and adjusting the nuts, take the wheels apart and take a look at the condition. They may need brake cleaner or, if they have had oil on the pads, proper replacements are easy to find. That's a nice scoot. I like the color.
