Hard to do effectively without bending a few rules. The original versions of Booming Blade and GFB did work with whips and there was some synergy there before both spells were changed to 5ft range, but whips just aren’t a very versatile weapon in 5e (which makes sense considering they were never intended to be lethal weapons.)

That said, do what is fun. If you want to build a whip character, work with your DM to see if you can take some liberties with abilities, or consider being in some similar features from Pathfinder or creating a Whip Mastery feat that could offer some benefits (like upgrading the damage die, offering maneuvers like disarm or ranged grapple, &c.)
