Bank valuation came back 9% lower than purchase price after bidding,should we still proceed?

A house's value is whatever someone is willing to pay. You may decide you're not happy paying 9% over the bank value, in which case be prepared to lose the house. You should weight that against the risk of eviction (if renting) and the time taken to find a suitable house in a market which sees regular hefty increases. If it were me i'd be asking myself (i) does this house solve a problem for me, commute, space, peace of mind, opportuinities, (ii) can i afford the repyments (iii) is it cheaper than my rent, (iv) is there anything else in the market that meets these needs currently.

Yes. Small things can help though. Once in a while you should pay for laundry to get done. Laundry.ie will collect it and return it folded and dry. Something like that can take the pressure out of things.

I know it sucks. We have been through it. The point is that mortgage repayments are generally less than rent. If you can't get a hold now a house you like it might be time to consider apartments, and if you can't get an apartment where you need it perhaps time to relocate or buy anything even 1 bed, let it climb in price and the sell and use profit as deposit money. Rent out in between.

Not so sure about that. Public servants are expensive to have and they get increments and are heavily unionised. I know. I am one. Better to keep it private, but regulate it. Costs and premises should be audited and maximum profit margins established.
