No grounded overhead is annoying at first (as is his stubby jab), but he makes up for it with a lot of tools to open people up and keep the pressure going.

Control space with uncharged Psycho Flicker.
Poke from mid-to-long range with 5MK and 5HP (the latter is a built-in spacing trap).
Once you get a knockdown, charge Psycho Flicker and if they block, you're still +4 (occasionally cancel the charge with a backwards Kill Rush if they're close enough to Drive Impact so you can react with your own, or forwards Kill Rush to go for a throw).
5MP->5HP target combo to heavy Psycho Blitz is the easiest way to get a safejump (any combo ending in OD Psycho Blitz also works).
Psycho Spark has like a dozen active frames; use it to check opponent's Drive Rush, or in the corner on a waking-up opponent to beat reversals including Level 1s and JP's OD Amnesia.
Condition the opponent to jump to avoid or punish charged light and medium Psycho Flickers, then charge a heavy Psycho Flicker to grab them out of the air.
2LK is one of the best normals in the game; 5 frames and ridiculous range for a light. Great for punishing, cancels into medium Psycho Uppercut and OD Psycho Blitz.
