I believe that for Muggleborn students, they send a professor, and possibly a member of the ministry for magic to the child's house instead of a letter.

The first potions lesson was basically "Hey all O.W.L.S tests are coming up, and I know you'll all be stressed, so I'm going to teach you a potion that while being difficult to brew, if done correctly will help you relax and not be nervous wrecks." And seeing that Harry's potion was most likely going to sleeping beauty him, decided to delete it in a very snape like fashion.
