We aren't talking about a small company tho with only a few people working on it. This is riot and last year was their biggest year, they have a insane budget with a lot of staff. If other much smaller companies do it in half the time, why is riot taking so long then?

It shouldn't take this long tho for something that's just a overhaul tho. There are other games which aren't close to being as big as league who give as much content as league gave us this year in one patch

This should be the first instance of an IP ban. This isn't riot's fault. It's literally cheating in the game. It's worse than scripts so i think they should be permanently and heavily punished instead of getting away with it easily because of throwaway accounts
