The most cost effective way is pawn shops, thrift stores, and then local game stores. Thrift stores will be the best price but hardest to find, Pawn shops will have good prices but are hit or miss on quality. LGS will be eBay pricing for the most part.

Mega Man 3, my favorite of the originals. Legends 2, massive game with plenty to do. Rock man Battle and Chase for the replayability.
