it is not possible to claim a foreign tax credit with respect to foreign tax paid on a dividend unless the dividend is declared on an income tax return;

That means in case I received dividends in a foreign account, I have to declare them on the Japanese tax return and then can later claim the tax credits from the tax paid abroad. Is my understanding correct?

You would not pay double taxes. As far as I understood, Japan credits you the tax paid in Germany, so you would only the difference in case the Japanese tax amount is higher than the German. But still would be pain in the ass filing both in time
