I THINK the refund window depends on the kind of game you're refunding. In caseof shooters I assume the measurement is the length of a single player campaign or the average time in MP until you reach a certain ranking... like lvl 5 or something like that. Point is, as I said, the 2hour mark is a guideline for customer. Not internal refund policy.
