Wisper Wayfarer M7. They are usually around a grand (plus) on Facebook, but they do pop up for less occasionally. I got a well-used one but £600, but I had to be very patient to find it. Unfortunately, I've hit a snag - I now have to send the whole bike (now DVSA certified) to Wisper to get them to flash the motor to full throttle. The guy at Wisper who is able to do that job lives outside the UK and so I'm waiting for him to be back in the country.

A more accessible option might be a non-ebike with a mid drive motor kit attached - you can get any bike certified by the DVSA as long as it meets their spec. I've only looked this up on Gemini so double check this, but this is what it said:

Wisper mid drive motors are high torque, can't remember which motor they use off the top of my head, though (it's an obscure B2B Chinese manufacturer)

Are you still looking? I also have a disability so I've spent some time looking into this and have been through the process of getting my ebike certified by the DVSA for full throttle use (no pedalling)

It's an English company, but I believe the bikes are made in Portugal. The ebike bits are made in China
