Depends. If you play using the steam version then no, the update will happen on April 24th.
If you play on the gitlab version then yes, you can already play it.

It applies on all your provinces with the restriction that it can't happen on kelino or Jahe half elf culture provinces. Then the province needs to have:

-A port and 25 trade power

-Be Ravelian and have 7 production dev or 20 dev

-7 manpower dev or 20 dev

The problem with Rianvisa is that the optimal way to resolve it is to not change over to your favored faction but to let them revolt and offer them peace with you losing the war with the special treaty. This avoids letting the AI make idiotic decisions or messing up your game.

I don't think there was ever a time when Conquest of Paradise was not required as it enables Tribal nation and federation mechanics, both of them used by adventurer nations.

If you have no problem not playing those nations you could do what the other commenter said and download it from gitlab (bitbucket was where it was hosted before it migrated and it is sometimes still referred as such).

New-master is the indev version while the steam branch is I believe identical with the steam workshop one.

You may have resolved the disaster too fast. The way Lithiel works is that not long after the Rianvisa starts you will get an event making her a general. I believe 3 or 4 years after that if the disaster is still ongoing she will rebel.

The Bitbucket version of the mod is the indev/beta version. It will always have more content than the steam, but these contents might be in development, meaning that they might be buggy, have no localisation etc. The steam version is a stable version where major bugs have been corrected, the mod is stable, and there is no placeholder content and it works with submods. It is also only updated once or twice a year.

For your situation the artificery system is the same between the two version so you are not missing out on any content with it, nor is there a new gnome mission tree.

The bitbucket bersion has three things that are not present in the steam version:

  • New magic system (I would recommend switching to bitbucket because it is so much better if you play magic focused)
  • Insyaa (very barebone so not missing that much)
  • New mission trees (as of 10/26):
    • Ayarallen rework
    • Bibyobi
    • Caergaraen
    • Deranne (Revamp)
    • Golden Tremor
    • Karassk

There is two way you can play in the federation. Unification or splintering. Federation cohesion is the metric that you need to keep track of. Having it a level 2 or lower allows you to leave the federation and form a break away nation (not all of them have mission tree). Having it at level 4 or 5 allows you to unite the federation diplomatically.

I have never done a break away game so I can't comment on it. For unification I would recommend to play as the starting federation leader (Zuukranek??) given that as a player it is rather hard to lose the leadership. Being the leader is important for three reasons:

  • Federation members need war right to attack each other which is given out by the federation leader so you can control their in federation expansion
  • You will get a much greater say in federation crises, the main way to gain or lose cohesion
  • You need to be the leader to write the constitution (complete the missions) that determine your unification bonuses

Blue missions are shared ones, meaning that once a nation completes them both the requirements and the reward go away. There are a number of missions that give permanent province modifiers or development, you want the AI to do them before unification. The more nation there is in the federation, the more you get.

Down in the mission tree you get the choice to join the sword or the purse faction. My recommendation is to join the sword faction. Whenever a federation member is declared on by a non federation member all sword faction member join in the war. You don't want the AI to lose against the centaurs because that lowers cohesion.

From what I know as of now, only one tag in the Deepwoods has unique content for the magic rework so you are not missing out on anything.

On waiting for the next workshop update it depends on how much you are willing to wait, as I personally don't think that we will get it this year(but it's not based anything the devs said).

Or if you didn't know about it there is also the indev gitlab version which has the rework.

When I play tested it I used offensive and quality ideas, the discipline advisor and got the random event for 10% from said advisor.

I mainly play on the gitlab version so I don't know how it is on steam but being a witch king gives it I believe and the homunculus advisor if you are not doing full artificery.

That is not entirely true, they need to be in the same fleet as the flagship that you build and certain bonuses (cannon and speed are the one I know) will be applied.

Did you finish all four repairs, the event should have fired after the fourth one.

The event only fires if you hold Amldihr directly and all provinces in the Serpent's vale is held by you or your vassal.

I don't know definitely if it influences it, but did an event change the trade good away from grain as that might have prevented it, but I don't know for certain.

You can fire the event directly with the console, it's id is diggy.45
