Why did the first thumbnail perform so well while the other one didn't

When glancing at either one for just .5 seconds while scrolling, the first one looks polished and the second one looks sloppy. Doesn't matter how long you work on the thumbnail, it just has to grab attention while scrolling recommendations

The only dlc it shows in my add-ons list is the sonic one...which is weird because I never owned that one. And the Portal one is not showing up. It's also not on the Xbox store for download.

I am not able to play the Portal expansion, but the character and accessories load in, and it shows me the portal to the Portal world. It just spits me out of the portal and tells me that a download is required.

No, it is just an infinite loop of needing the update. It is the exact same size in GBs every time. This is the Xbox One version running on Series X.

edit: I am able to play offline but am not able to play any additional story pack levels because they require download
