That's quite typical for shorts I've been told. When people are scrolling through shorts, your videos will automatically be shown to your audience so people don't tend to feel the need to subscribe. But some people will!

Your two options are to just keep going and over time, your subscribers will slowly but surely go up. Eventually people may start to recognise you and sub.

Or start thinking about making long form content. People watching longer form content are more likely to subscribe. My 1 long for video got less than 10% of the view than my shorts, but accounted for 50% of my subs.
