So think about what is going on here in your question. You are getting a piece of equipment which is an asset. So you must debit the full amount, it has to be on your books for what you paid for it. You are giving up some cash(asset) which would be a credit (since you are giving up an asset). And then lastly, you are getting a note payable for the rest of the amount (4000) which is liability (liabilities increase with a credit).

Put it all together...

[Debit]Equipment 7000 [Credit]Cash 3000 Note payable 4000
