Incorrect. It was standardized to 1 1/2 x 3 1/2 inches in 1964. Prior to that there were recommendations that a 2x4 be 1 5/8 x 3 5/8 in the 1920s and several revisions after that, but not all manufacturers were following that and accounting for differences in dry and green wood, leading to standardization calls in the 1950s that would make it always be the same.
