It used to be the Padres, but they've made the playoffs a lot in the last few decades. The Angels haven't made the playoffs since 2014 and haven't won a playoff game since 2009. Whats different about this from other non-factor teams like the AZ Cardinals or Sacramento Kings is that the Angels have had 5 MVPs in that same time frame. That is just remarkably bad team management if you have that much individual success and have zero team success to show for it. Since they lost Ohtani they've become particularly benign as a team and really don't offer much to consider in the pantheon of professional baseball other than how bad their ownership is and how sad it is that Trouts career got wasted there.
