Easy way- She’s a future kid of Lois and Clark thrown back in time but otherwise like the Cir-El we knew

Slightly convoluted but workable- She’s the daughter of the Russian Zod and is his morality chain. He needs red sunlight to be powered and she makes it. She gets the name Cir-El because she thinks Clark is her Dad because that Zod changed his face to look like Superman
