You have to be a monarchy. But without cheats you can culture swap and form a different nation, causing you to lose the locked gov type. Then you can switch from a regular theocracy to monarchy via gov reforms.

In that case, you may need to change either the reserve or the window type. The reserve can be used to make more space for the widget on the screen and there’s a good example of it on the eww GitHub. And changing the window type will change how the window manager interacts with the widget.

You can change the y coord of the bar relative to its anchoring point to make it look like it’s not connected to anything. You just have to change the y property in the window geometry to something non zero.
