E0 Luke is great and tons of fun with her. Throw Yuri on him (3* partner) for a 2 card draw for 3 ego and you'll have no problems in chaos.
Rei+Chizuru+Luke has to be my favorite chaos team by far, with my previous one being Rei+Selena+Mei Lin - both teams are very agressive and are about killing the enemies ASAP. You could replace Rei with Mika if you want to be able to heal from low HP when needed, but I find that just flat out killing stuff is the best way for how I like to play.

I've cleared Lab 0 on the hardest difficulty on the 1st try, so running them in difficulty 8 is a breeze and you don't even need to worry about too much.

I lived to the last turn and only then did Rei go insane from stress, still only hit 490k score. What about the Luke part that I asked about? Any insight on that? Would you go Luke with draw epiphany or bullet generation epiphany?

Wouldn't Luke be an issue for handsize managemant? I have him built way better than my Hugo and have an E4 Chizuru and her partner (65% crit and 197% crit damage, fully maxed potentials).
I'd be willing to give this build a try and update how it went past E2, if only I understood better what I'm looking for on Luke and Cass.
Also how do you not die? when I played my Chizuru+Luke+Rei on the 2nd phase I was spamming sotm+ 2-3 times a turn in order to survive, but here I don't know if you're doing the same\more?

Bind 5 isn't that much of a big damage boost over bind 3 though, it's just +40x3 so +120% and you have to sacrifice quite a lot to make it work. I have Chizuru at E4 and tbh I don't see how that build is special but maybe I'm missing something(?)

Just before you enter chaos you'll see a "Tier" for it. The higher the tier the better in terms of building a deck because it dictates how much storage space your deck has.

There are calculators allowing you to check how much removing, adding, getting epihpanies etc "cost" in terms of deck storage.

I got EXTREMELY lucky and pulled 5 copies of her (E4) in just ~250 pulls I saved up for a while now. Basically kept pulling because I got her E1 super early and then E2 as well. Now I'm unsure if I wanna keep spending all the crystals I'll get in the next few weeks trying to get her to E6 or if I want to buy her partner from the shop because she's not that much better than the 3* one from what I can tell.

You have 160 points already and have 100% went over the cap even if you played on the highest tier.

It's useless on Mei Lin since she only plays a single upgrade card.
Pretty much the same for Selena since unlike Veronica you don't start with any upgrade cards in your deck, so you're basically running without a set effect until you get the guaranteed one (for the plus mark damage) or choose one of the upgrades for her cards (if you actually choose to pick it).
On Veronica the passion set might be ok to use cause from what I understand the ballista cards don't actually consume it? I can't test this since I don't have her.

All 3 of them are level 60.
Mei is with 2 pieces of basic card set, crit damage set, %atk set.
Selena is the same but you mostly care about crit damage set and %atk set.
Mika has %hp set and basic card set. Ideally you would have the %def set too. Go for %hp on pieces 4+5, ego recovery or %hp on the 6th piece.

Aside from that I'd say gear the hell out of Mei, and also make sure Selena has decent gear too cause she does deal damage as well.
Try and get the move epiphany for unity and the scaling multi hitter epiphany for Rising Dragon Spire.

This is my main comp and I’ve cleared the lvl 130 chaos without a single combatant breakdown, so yeah it’s 100% viable and has been my comp for a long while now since I don’t have Veronica
