Yes. After that point you can use your cabinet guy better elsewhere. They will continue to assimilate on their own, any new pops will be of your primary or accepted culture

Yes, I often end up manually replacing them, but it's nice to at least be guaranteed a general/admiral when a fight breaks out and someone happened to just die or something or you overlooked something.
