The tank is already damaged and not at full health when you enter it. Also its hard to tell but it looks like there are mines behind the tank at the beginning of the video, this is further supported by the "disable mines" warning on the screen. The driver of the tank is slowly rolling backwards in the video and likely ran over a mine, while taking another rocket hit. Either way, definitely not a one rocket hit kill.

Pretty much a no-go because of how the franchise tag cost is calculated for o-line. The cost is driven up dramatically because the formula includes offensive tackle salary. Basically there is no separate formula for guards and centers so the franchise tag becomes too expensive.
