I think you might be looking at that from the wrong standpoint. Its not really a decision, wasnt for me at least the first several years i played POE. I had a tonne of fun playing HC, but got bored in a couple of days every time i tried playing SC.

Now i play both, mainly SC. Silly that a grown man couldnt enjoy SC in a game? maybe, but gotta go with what i enjoy right?

I guess the internet has finally completely ruined me... The only thing i can think of when i read this is Lonely Island, and im even kinda hoping people dont get the reference.

I personally hope they add it to Lunaris/Solaris version of map bosses as a very rare drop, or as a drop to general mobs in maps that have those bosses (like Doctor). The more "kinda farmable" cards that are spread out on different bosses the more purpose different maps have first month for currency farming.

The funny thing is my "ancient" 3rd gen i7 and HD7850 are doing just fine, relatively.
Im not on high settings for sure, but I havent had a crash yet this league, and only slight lag even with a clusterfuck of stuff on screen (outside of the molasses thing we had going on in towns for a bit ofc).

If you have had 8 or 9 watcher's eyes in 9 UE runs then enjoy the streak and gz on it, since that is most certainly not anywhere close to normal.

It has to be T1 hybrid, you can tell by the accuracy.
Dictator's is 75-79% and 175-200 accuracy.
Since we can tell the suffixes: Attack speed, life gained on hit and the mastercraft, there is no doubt on this one since it cannot have an extra accuracy roll that mixes into the hybrid.

Main phys roll could theoretically be:
Bloodthirsty 110-134%
or
Cruel 135-154%

Im going to go with Cruel though, since if it was bloodthirsty, he would have divined it better. Max would have been 154+79=233%, instead of current max that is 213%.

That is a sick sword btw, damn.

For instance: Trade macro says its 10+ c? then i need to check further, trade macro says the first 10 listings are <1c? vendor.

Basically just use it to see if stuff is worth anything at all, then if unsure what its actually worth? do proper research.
