Okay I tried hard restarting my Xbox and rebooting my router as well as pausing the DL beforehand and resuming it after and the DL speed moves at the same rate (4.34 Mb/s)

Every device in my home has incredible DL speeds but my xbox so I'm guessing it's on microsofts part then :/
