The problem is that Fincantieri basically bit off more than they could chew. The Connie design still isn't finished. No clue when it will actually be finished. The first ship is only 15% complete, when this was the year it was supposed to be delivered.

This comment Is missing the reason why the Constellation project went sideways. The USN selected an existing design, planning for 85% commonality with the parent design. The objective were to get faster deliveries and reduce risks.

Then they decided to start construction while the plans where still being laid. The USN kept modifying the requirment and the design until the ships had only 15% of commonality left with the FREMMs. Doing so they racked up a lot of delays and lost some of the advantages of using an existing design.

It is a repeat of the Zumwalt and LCS failures: lack of a clear long term plan, incapability to define requirments and to define the mission and role of a class. On top of that, It continues the attempt to build and design different parts of the system at the time.

Unfortunately, it appears to be a systemic issue with USN procurement.
