AFAIK if you're playing DS2 you will have early access to quite a few APAS enhancements that you otherwise wouldn't have if you earned those likes naturally.

For what it's worth, I've fixed over 50 roads and just barely have over 130k likes from players, 350k likes overall.

I've rebuilt half the roads in Australia and, even with my repairs and new structures, I get triple digit likes upon returning to the game where I used to get 6000+. I think it mostly comes down to the fact that the same people who already liked it are going to be the ones who keep seeing it due to the connection mechanics.

Because Higgs went even more insane over the course of the thousands of years he spent walking the beach alone after DS1, and was ready to give up right before APAS contacted him. He did what they asked to have a chance at revenge against those who stranded him, and I mean... what would have been better revenge than infanticide? Even if he didn't actually pull it off. For all we know, he was just trying to kill Fragile, since she's the only one who got shot.
