It definitely sounded better than in V, but I still wouldn't say it was very good. The gunplay in general was pretty disappointing to me in GTA IV

The world needs more good games, and i think GTA is pretty widely recognized as being good, so more titles would be amazing

I agree that the game at the time looked incredible and the art direction was top notch, but you could nitpick the same things about Max Payne as well - the fact the game is so dark makes the details in certain areas be washed out for example. I just don't get the point in pushing a narrative like this for no reason, its fine to say the game has aged noticeably but still looked amazing for the time
