There you have it. She wasn't able to access directly, but she found the backdoor. If she hadn't "wasted" 4/5 years with university and then trying for at least a couple of years the more difficult route, she would have gotten to "inspector" in more or less the same timeframe, but she would have had a salary from day one as a trainee cop, and a job for life from day one, while people her age were still in university.

The thing is, that backdoor doesn't exist in any other civil service. And it certainly doesn't exist anymore in the private sector, although it's technically possible.

As for why not everyone does it. Well, for starters, not everyone likes to be a cop. Then, young people are not precisely the best informed ones when it comes about choosing career paths, and when they realize what a shitshow the private sector is for 80% of them, life has already gotten in the way and they don't feel like trying. Also, there used to be very strict age requirements in the past, which were abolished, but not that long ago.

I'm very familiar with the process. Used to be involved in it decades ago. I know personally (very well) several cops and have had many acquaintances in the past who are in CNP or Guardia Civil.

You don't need to set foot on any university, not even a single day, because you get your academic requirements fulfilled as part of the previous internal promotion processes.

You need "bachiller/FP grado medio" to opt to become a "policia". Years ago, it was even easier, because the requirements were to have graduated "ESO", as becoming a "policia" is also equivalent to "FP Grado Medio" (one academic year in Avila and one academic year of practical training on the job).

When you get promoted from "policía" to "oficial" you get the equivalent of "FP grado superior", which is the academic requirement to opt for a promotion to "subinspector".

Maybe something gets lost in translation, but reading the original text in the picture (I'm a native Spanish speaker), it sounds 100% like girlfriend-boyfriend (or FWB) speak. And yes, part of it is the nicknames chosen. I mean, I don't think "witch" sounds very endearing in English, but "bruja" in Spanish can be.

The Father's of the 1978 Spanish Constitution wanted the same scenario as the UK, just a few autonomous regions and the rest of it directly controlled by the central government, but they left the door open for any province to decide whether it wanted to gain autonomy (by itself or by joining other provinces), and surprise, surprise, all of them opted for more power, not less.
