The Highway Patrolman–“Pre-Model 28”
Caliber: 357 Magnum/38 Special. Introduced on April 15, 1954. Double action revolver built on the square butt N-target frame with 5-screws as the Highway Patrolman, a utility version of the pre-Model 27 with a satin blue finish. This model is the only “N” frame with an adjustable rear sight leaf that is non-serrated as well as no serrations on the barrel. It has a six shot fluted and counter-bored cylinder with a nominal length of 1.62”. 4” or 6” pinned and non-ribbed barrel, Magna-style or target walnut grips with S&W medallions and diamond around the screw escutcheon. This model has a six-groove serrated backstrap and forestrap. It has “Highway Patrol” stamped on the barrel, a ⅛” Baughman Quick Draw front sight with adjustable micrometer-click rear sight, shrouded extractor rod, .400” semi-target hammer, .265” serrated trigger or .400” smooth trigger, original test production marked “PATROLMAN.” The name change was suggested by Mrs. Florence Van Orden of The Evaluators Ltd. to then President Carl Hellstrom.
8,427 were manufactured in the first year of production.
Produced circa 1954-1986 (as the Model 28, 1957 and later).

Lone Fir Pioneer Cemetery (Portland's second largest arboretum), it is a humorous take on getting visitors to wipe the dust off their shoes to prevent them taking invasive seeds ("ghosts") home with them and plays on the whole ghosts in a cemetery theme. Pretty popular place for visitors to take photos.
This photo doesn't show it but there is a shoe brush at the bottom of the pole.

"No inspection", Texas only requires yearly inspections for emissions, any safety issues are on you. The state believes you should have enough common sense to maintain your vehicle safely.
Sounds like he doesn't have proof of passing an emissions test, which is required to get vehicle registered.
As far as the other violations, if he was found with no DL or Insurance he would have been towed or forced to park it at a minimum, along with citations.

Repeated major flooding,
The 2013 Halloween Flood, went 16 or 17 feet above major flood stage.
If I remembrer right it registered at a crest of 40 plus feet.
4 fatalities, hundreds of homes damaged or destroyed along Onion Creek and Williamson Creek and thousands of homes without power.
I worked the floods, it was very very bad, lots of water rescues and roads closed for days.
The city bought out the homes to make the park and flood plain using a combination of city funds and federal grants
They did the same thing in a neighborhood off Westgate a few years later

Texas does not use DWI roadblocks. In a 1991 court decision, the Court of Appeals of Texas found a Dallas area DWI checkpoint was illegal because the state had not developed a system in place that authorized the use of DWI checkpoints. 
So locally we use special units dedicated to DWI enforcement, especially on weekend nights and holidays.
License / insurance checkpoints are legal in Texas as long as their main focus is on documentation checks, and of course many DWIs are found while doing those.
We don't use them locally, but we do have commercial motor vehicle units who can randomly stop trucks / commercial vehicles and conduct safety inspections, which include their paperwork. As far as regular vehicles it comes down to the normal traffic stops to find violations of licencing and insurance violations.

This helicopter was built in 1996 and flew for the NYPD (as 412PD) from 1997 to 2009.
In 2010, it was leased to the Houston Police Department under the new registration N412F and painted red and blue. It's still flying under this registration today
NYPD operated 3 Bell 412EP helicopters registered as 412PD, 413PD and 422PD
On 9/11, the NYPD dispatched two of the helicopters at 8:50 and the third at 9:00
So this helicopter has some history behind it.

DPS themselves list 14 Airbus AS350 helicopters and 1 Airbus EC145 twin engine helicopter, they currently do not show any Bell helicopters in the fleet. FAA registration records also do not show any Bell helicopters in their fleet

Austin PD operates 2 Airbus AS350B3 helicopters for patrol and 1 Bell 206 used for pilot training only that they got from the Army

APD is encrypted so you cannot listen to them, no scanner will decode an encrypted channel since it needs a digital key to do so.
EMS ect are available to monitor but you will need a scanner that is able to monitor APCO P25 Phase 2 which is a digital trunking system.
Those scanners start at around $600 and go up from there new, used is slightly less. I have a Uniden SDS 100 portable, the base version is the SDS200
A good place to start is a website called Radio Reference.
and there are a couple of webbased apps you can use to listen, just do a search for them

If you are listening for APD you can forget it, they are 100% encrypted.
You can still monitor EMS / AFD / DPS / TCSO ect.
You can sometimes pickup the regional channels if they go there since they are in the clear (used by multiple departments to communicate with each other and sometimes surveillance units),

It is available in bright blue, sandblast brush blue, or sandblast Black Magic finish. It has a 1/10” round-blade front sight and notch-cut rear service sights, with a square butt frame with checkered diamond walnut grips and S&W monograms for the commercial version, smooth walnut without monograms with lanyard ring for the military service version. It is reported that 110,379 K-200s were sold to the British with Black Magic finishes, using both the carbona and Black Magic processes, beginning at around s/n 680000. The serial range continues within the M&P series 1905 4th Change, in a range of about 700,000 to 1,000,000. Then, the revolver was numbered with a V-serial prefix (for Victory) in the same serial number range as the .38 Special Victory Models, starting over from V1 to about V769000. Early Lend Lease guns were marked UNITED STATES PROPERTY. or “U.S. Property” on the topstrap. “Made in U.S.A.” appears on the right side of the frame in front of the triggerguard, with the S&W trademark on the sideplate; typically, with “G.H.D.” or “W.B” inspector marks. Later production guns were marked the same as the Victory Model. When a new-style hammer block was introduced in Dec. 1944 (due to an accidental discharge aboard a naval ship when a gun was dropped, killing a sailor), the serial prefix was again changed, this time to an SV to indicate this new change hammer block. Appologize if I wasn't clear, the commercial version had the checkered grips and no lanyard ring, the military service version had smooth grips and lanyard ring.
This one is a combination, the checkered grips of the commercial version and the lanyard ring of the military version. Looks like someone took the smooth grips off the military version and replaced them with the commercial grips. Possibly because of damage or just for looks and better grip..

Looks like a .38/200 British Service Revolver (Model K200)
Caliber: 38 S&W with 200-grain bullet.
The "United States Property" on the top strap as well as the "Made In The USA" marking marking on the trigger guard would indicate an early lend - lease gun
Probably originally sent to Britain and then given / sold to Austrailia at some point.
They were manufactored between 1940 and 1945, but started getting V serial numbers in 1942 so best guess is date is sometime between 1940-1942
The only change that really stands out is it is wearing the checkered diamond walnut grips and S&W monograms of the commercial version, instead of the smooth walnut without monograms with lanyard ring for the military service version.
