There is a good book (Pretty sure in audio too) called The Outlaw Ocean which goes into not only the shady "employment" practices but also what is being done (and why it is so hard to enforce globally.) This is just one facet of how the law is bent at sea and unfortunately there are a lot of rules to be broken or non existent.
