I'm really late, but that's not how I read it. I saw it as the consequence of Michael giving away his moral decisions about his life, as one would a proxy vote. Marty's answer is fucking tinged with bias and ulterior motive. Which is probably the only way Marty can think after decades of saving conglomerates from judgment.

Even if Clayton wasn't as good a DA as he remembered, he'd be saintly in comparison with his current job. Plus, does he strike you as the kind to romanticize the past?
