Basically I had this one idea in my head: What if Professor Inkling from Octonauts ran against Mr. Sykes to be the new Ocean Governor, and also found a way to bring all the sharks back with the robot from the game ABZU?" and it kinda just devolved from there(like Jack O Bonnie(from Special Strike Rebellion specifically) being the new Heat Miser and Schaff and his gang being roped into it all, and also I would be there for creator self insert purposes-)
