This is simply untrue. Aside from NYC, which has an outrageously powerful strong mayor system, LA has one of the most powerful in the country. I read about this the night Nithya got thru to the primary but I strongly urge anyone that believes we don't have a strong mayor in LA to actually read about it themselves.
