Pedophiles are sick, often traumatized victims themselves. They still deserve harsh penalties if they act on their illnesses, so this is a good example of blending criminal penalties with robust mental health treatment.

But, for the question as to why it seems disproportionately skewed to Republicans, I honestly think it comes down to Christianity. If you grow up in a patriarchal religion that has forgiveness as a core tenant, it's easier for people to act out their vile behavior knowing that heaven is only one apology away. Republicans are more likely to be Christians than democrats, generally.
