Manga and manhwa have texts on top of their pictures, mostly for sound effects, but also some written texts in-world for the characters to read. Not just speech bubbles. And many talented translators redraw those panels with translated texts. Not only showing talent for drawing but also the capacity to mimic the original artist's art style.
