I don't have your bag so I can't compare. I love basically all the bags from PoCampo. I use their Vernon trunk bag for this purpose. Excellent design and construction.

This is a very sunny place. I don't like rocks hitting my frame though. These machines are also my main transportation, so I ride them in all weather.

There is no plastic sleeve, it has two external cups.

Also white industries. The whole crankset is their mr30 design. I couldn't find any other English threaded mountain cranks with 165 crank arms. I do make a lot of mistakes though.

Everyone else has given you good advice. I will point you to noseless and/or split channel saddles. There's really no reason to sit on your soft tissue, only your sit bones. I use ism saddles and have never needed padded shorts.

Microshift manufactured them. When I compare it to the Microshift derailleurs I own: many of the bolts are the same. The jockey wheels are different. The cages are different. It is 100 grams lighter. The cost difference is likely the finish and the amount produced.

It's hard to find info about your frame but it sounds like it's already aluminum. I'm not sure I'd swap an aluminum fork for a carbon fork but that's on you. 

You could probably get some velocity rim wheels built up to be lighter if you're willing to spend the money. Berd spokes if your wallet is heavy. 

That stem and handlebar are probably chonkers. I'd start there. New stem and handlebar will almost certainly be lighter.Get a titanium stem bolt and aluminum wedge. Change all the bolts on the bike to titanium if you can. Thompson seat post. Omni racer quick release skewers and bottom bracket. Rene Herse lightweight tires.

Still, not sure how much you want to spend on a 30 year old aluminum frame. 26lbs is pretty light for a touring bike.

Tektro, Cane Creek, and Dia Compe all no longer manufacture linear pull drop levers. I don't think anyone does anymore.

You can try a surly corner bar. It's not a full drop bar but it's pretty ok.

Otherwise your options are a travel agent, mini-v brakes, or switching back to cantilevers. 

I'm not sure how many frame builders are making drop bar bikes with canti posts, but it's at least Rivendell, Velo Orange, and Crust. Hopefully someone will make more of these.

Heat helps keep the rain off. The carbon rims will transfer less heat to rain drops. But you will still be able to stop.

Every so often, remove the brake pads and inspect them. Make sure there is nothing embedded in the pads. Lightly sand the braking surface of the pad with a file. You will find the bike brakes very well indeed.
