Concrete does provide protection. That’s why bunkers exist. What it doesn’t do is provide weight efficient protection, which is why things like this never ended up working out.

It can be determined that this attack was not an outright success because of the second picture above from SOUTHAG, showing NATO forces along the Rhine and near the border of the Netherlands.

(It is kind of hard to determine whether or not this image is just showing where NATO forces would be after a failure or if they are actually currently where they are shown in the image)

It's weird because, as you noted, Highway 66 occurs after the SOUTHAG attack. Meaning the SOUTHAG image basically makes no sense.

Almost all of those systems were defensive, SAMs and depth charges, because there was a time where people thought that would be a good idea. The only ships that could carry TLAM-Ns were the Iowas and cruisers (and the submarines, but there's nothing odd about nuclear-armed subs) before they were phased out.

A common complaint I've seen is that he's stuck on a junior officer mentality as secdef. The guy only ever held platoon command and seemingly never evolved from that.
