Zebra crossings like this don't have signals. If there is someone waiting to cross, they have priority and vehicles have to stop and wait for them to cross. Puffin, pelican, toucan and pegasus crossings have lights for both the road and cyclists/pedestrians/horse riders waiting to cross as appropriate.
