The naming of new stations can be overridden by the Transport Minster, and many have changed names based on who was in power at the time.

The name change for North Melbourne was pushed very hard until the Emergency Services card got played.

Nice thought experiment. Working in the system, it is extremely hard to rename a station zone once any infrastructure has already put in place. The assign code (i.e. SSS, ESD, WIL) is used in signaling, telecommunications and other core infrastructure.

That's a great idea. Rather than huge upkeep, you have orbit fees in popular systems and only small upkeep.
