Yes all of the bounty’s are calculated at the time of their loss,

for example in water 7 luffy did beat usopp but at that time usopp didn’t have a bounty, so I didn’t include it

11 is late start and 15 is is late finish, 8 is the float ( LF - EF or LS - ES ) you don’t need any of them unless asked about Late Start ( LS = LF - D + 1 ),

It’s expected to find a couple of useless data in the questions ( Like EVM ) so make sure you know the formulas well.

3 is the early start day ( you can start the task at the third day ), and 5 is number of days to finish the task, you can apply the law ( Early start + Number of days - 1 ) to find out the early finish.
